As of 12:01 a.m. EST on October 1, 2025, Congress failed to reach a funding agreement to keep the government open. I voted for a commonsense plan in the House to extend current funding through November 21, 2025. Unfortunately, the Senate blocked that plan — resulting in a shutdown that has disrupted federal workers’ paychecks, slowed federal agency operations, and created uncertainty for families who depend on government services and benefits.
How Team Nunn Is Helping
Even during the shutdown, Team Nunn remains available to assist constituents across Iowa’s Third District. We can continue to submit requests and advocate on your behalf. However, because many federal agencies are operating with reduced staffing levels, we may experience delays in response times.
Food Assistance Update
As of November 1, the Supplemental Nutrition Assistance Program (SNAP) has officially run out of federal funding, leaving more than 130,000 Iowa households uncertain about how they’ll put food on the table.
On October 30, 2025, Governor Kim Reynolds announced a state-led effort to provide interim support for Iowa’s food banks and pantries while federal benefits remain paused. The state’s emergency response includes:
- Matching all cash donations to Iowa’s six regional food banks, up to $1 million
- Activating the Iowa National Guard to help transport food and supplies across the state
- Deploying volunteers through HHS and Volunteer Iowa to support local food assistance operations and meet rising demand

Additionally, on November 3, the Trump administration announced the release of emergency federal funds to partially support SNAP benefits while long-term funding solutions are considered.

What’s Still Operating
Many essential services, like Social Security and other benefit program payments, will continue as Congress works toward a solution. These include:
- Social Security and SSI payments
- Medicare and Medicaid benefits
- VA medical care and most benefits (though some regional offices may close)
- Disability payments
- Mail delivery
- Federal law enforcement and military operations
- Air travel and TSA operations
- Federal employee retirement payments
- Student aid (Pell Grants, Federal Direct Student Loans, etc.)
- Visa and passport services (with possible delays)
