Project Description:  The funding would be used for building a new child development center that will accommodate up to 300 kids ages 0-7 years old for childcare as well as house two preschool classrooms. This will provide childcare services to hundreds of families who are either stuck on waiting lists or are unable to find childcare.

Justification: The Childcare Resource and Referral has deemed Atlantic and Cass County as a Childcare Desert. This facility will address the current and future needs of childcare in Atlantic and the surrounding communities. This child development center will provide a much-needed resource so that employers can hire a stable workforce that have children that have a spot and are well cared for.

Project Name: Heart of Iowa Community Services Crisis Intervention Training and Co-Responder Teams

Project Description:  The funding would be used to support the Crisis Intervention Training and Co-responder programming in Iowa’s Third Congressional District. Through rigorous training protocols, this project promises to equip responders with the specialized skills necessary to effectively address mental health crises.

Justification: This project is an appropriate use of taxpayer funds because co-responder models, which pair police officers with mental health professionals to respond to dispatch calls, offer numerous benefits to taxpayers. This collaborative approach not only enhances the safety and well-being of individuals in distress but also reduces the likelihood of unnecessary arrests or use of force, ultimately leading to cost savings for taxpayers.

Project Description:The funding would be used to construct a new multipurpose educational and community facility to further promote tourism in the state of Iowa.

Justification: This project is an appropriate use of taxpayer funds because approximately 18,000 tourists from around the world visit the iconic American Gothic House annually in a town of just 800 residents. The American Gothic House is a critical pillar of the City of Eldon’s local, rural economy. The addition of a classroom at the American Gothic House would assist in providing educational experiences and programming to the community at large.

Project Name:  Advanced Flood and Drought Monitoring and Forecasting in Western Iowa

Project Description:This funding for this project would be used for two interrelated activities: 1) to expand Iowa’s hydrologic monitoring network; and 2) to connect the data from the hydrologic monitoring network to develop the Iowa Drought Information System (IDIS). The Iowa Flood Center will install one hydrologic weather station in each county in District 3 that does not currently have a station (18 counties) to improve flood and drought monitoring, assessment, and forecasting. Furthermore, the project will help build the IDIS—an online web application that will collect and visually display real-time data from the hydrostation network through a user-friendly platform.  

Justification: This project is a good use of taxpayer dollars because enhancing the understanding of drought is critical for Iowa agriculture, water utilities, energy and industry sectors, public health, the environment, and all other water users. Improving the ability to accurately measure the onset and intensity of drought in agricultural areas will lead to improved resilience for food production systems, agricultural land, and rural communities.

Project Description: The funding would expand DMACC’s Diesel, HVAC, Building Trades, and Fire Science training programs to keep up with demand for these professions.

Justification:The project is an appropriate use of taxpayer funds because the project will support DMACC in increasing the training capacity of its Diesel, HVAC, Building Trades, and Fire Science occupations. There is a significant need for these occupations in Iowa and a significant demand among DMACC students to enroll in these programs. However, DMACC is limited by the capacity of its current facilities.

Project Name: City of Des Moines Iowa Confluence (ICON) Water Trails Project

Project Description:The funding would be used to modernize Prospect Park, revitalizing a historic community asset in an underserved neighborhood. Prospect Park is part of the Ding Darling Greenway and is planned for inclusion in the Central Place Levee Trail. The Prospect Park project will also provide safety, environmental, and educational benefits.

Justification:  The project is appropriate as it delivers significant and long-term recreational, economic, water quality, and safety benefits. Prospect Park will be a core element of the Downtown segments of ICON Water Trails and will significantly contribute to ongoing, positive economic activity in Des Moines.

Project Name: Alice’s Road and Douglas Parkway Intersection Improvements

Project Description: The funding would be used to reconstruct Alice’s Road from approximately 300’ south of Douglas Parkway to 300’ north of the intersection. Douglas Parkway will be reconstructed from NE Redwood Blvd. through the Berkshire Parkway Intersection in Clive. The total reconstructed length of Douglas Parkway is approximately one-half mile. Both Alice’s Road and Douglas Parkway will be expanded to a four-lane divided roadway.

Justification: The project is an appropriate use of taxpayer funds because the project’s expansion is necessary to move traffic, bicycle, and pedestrian traffic safely and efficiently through the corridor. With traffic expected to only increase due to residential development in this fast-growing area of the Des Moines metro, improving the intersection to reduce congestion, decreasing emissions, and the potential for crashes in the corridor is necessary.

Project Name: P33 Corridor Rehabilitation Project

Project Description: This project will mill off 2 inches of the existing asphalt on the P33 Corridor roadway, resurface the roadway, and widen the paved surface 2 feet on each side to provide a paved shoulder area. This additional pavement width provides the opportunity to implement edge rumble strips, which have been proven to reduce roadway departure accidents.

Justification: The project is an appropriate use of taxpayer dollars because this is an essential roadway in Ringgold County. The proposed improvements will make the road smooth and safe, and the plan does not include any nonessential or redundant work. Moreover, Ringgold County will have a financial stake in this project with match and supplemental funding.

Project Description:The funding would be used to improve sidewalks to make them walkable for pedestrians, the elderly with scooters, the disabled, and kids on bikes who currently have to travel in their scooters, wheelchairs, or bikes on the busy street. It would also address the dangerous blind intersection at Center and 2nd NW, increase street lighting, and add features to make downtown a safe, vibrant, and inclusive public space. The project also secures regional freight reliability, empowering rural Iowa economies.

Justification: The project is an appropriate use of taxpayer funds because it delivers on critical public needs through safety improvements and equal transportation access to rural areas, which often suffer from transportation insecurity.

Justification: The project is an appropriate use of taxpayer funds because the project delivers critical public needs through safety improvements and provides equal transportation access to rural areas that often suffer from transportation insecurity. The project also secures regional freight reliability, empowering rural Iowa economies.

Project Name:  Ankeny Regional Airport (IKV) – Runway 18/36 Extension (500’x100’) Project

Amount Requested:  $3,600,000

Project Description:The funding would be used to extend Runway 18/36, which is 5,500 ft long, to the north by 500 ft, to its ultimate length of 6,000 ft. Runway 18/36 is critical for most of the airport’s ever-increasing traffic.

Justification:  The project is an appropriate use of taxpayer funds because, since its opening in the early 1990s, the Ankeny Regional Airport has significantly contributed to the Des Moines metro area’s quality of life, serving both metro area residents, visitors, and the business community. The airport relieves the Des Moines International Airport and provides critical connections supporting economic growth and prosperity in central Iowa. The significance of continued infrastructure investment and expansion of facilities at the Ankeny Regional Airport cannot be understated.

Project Name:  Maintenance Training Bay and Classroom (DART) Project

Project Description:The funding would be used to construct a vehicle maintenance training bay and classroom for DART’s new Operations and Maintenance (O&M) Facility. The training facilities will train DART staff to maintain and repair diesel, unleaded, electric buses and support vehicles.

Justification:  The project is an appropriate use of taxpayer funds because, after extensive analysis and thoughtful consideration, the DART Board of Commissioners determined that building a new O&M Facility is better than investing in the current facility. Because of the current facility’s age, condition, and location in a flood plain, the Federal Transit Administration Region 7 office has indicated it will not invest in further improvements at the current facility. As a result, it would cost local taxpayers 63 million dollars for DART to continue operating in the current facility over the next 20 years.

Project Description:The funding would include a grade-separated interchange on IA 141 at NW Towner Drive. The design will include a roundabout interchange configuration, improvements/modifications to IA 141 to accommodate the interchange, and the construction of local connecting roads, allowing three existing at-grade intersections to be closed and rerouted to the new interchange. 

Justification:  The project is an appropriate use of taxpayer funds because this interchange will improve access and accelerate the development of properties adjacent to Highway 141; the more significant impact and benefit is to the entire region as the safety and access of this corridor are improved.

Justification: The project is an appropriate use of taxpayer funds because it creates a space for youth workforce development for community-centered occupations and will improve youth workforce development and training. The City of Ottumwa has taken a very active role in engaging the youth of our community over the past year, and the potential of this project is the next evolution of empowering our youngest citizens and allowing them to show and take part in their vision of the future of Ottumwa.

IJAG provides underrepresented youth and recent high school graduates with mentoring, academic tutoring, job training and postsecondary placement.
Justification: This project is a valuable use of taxpayer funds because the iJAG model is a proven model with 24+ years of success in improving high school graduation rates, community engagement/retention of young people, job opportunities, and more.

Project Description: This funding would be used for the construction of a new 5,000-sq.-ft. dialysis center on existing WCH-owned property. This funding will provide WCH with the remainder of the funding necessary to expand and enhance hospital capacity to provide critically needed, high-quality, and accessible dialysis care services to the many patients it serves in a 75-mile, six-county service area.
Justification: This project is a valuable use of taxpayer funds because on average, one rural hospital closes every month in America. Every time a rural hospital closes, local residents must travel longer distances to receive proper medical care.

Description: The City of Minburn’s existing drinking water distribution system is not sufficient for the needs of the community and does not allow for future growth. To provide a drinking water system that meets the current and future needs of the community, the city will use funding to make improvements including water main looping, increasing the water main size, increasing the size and pressure from the Xenia Water feeder line, and installing a larger water tower.
Justification: This project is a valuable use of taxpayer funds because once completed it will ensure that residents have acceptable water pressure levels at their homes and/or businesses.

Project Description: Bondurant, Iowa has a current population of 7,365 people per the 2020 US Census. Between 2010 and 2020, the community saw a 91% increase in population, which was the second-highest percent increase in Iowa during this time. In order to meet the needs of its growing community, the City would use these funds for the construction of a new water tower and the associated water mains, as well as land acquisition for a new water treatment facility and well site(s).
Justification: This project is a valuable use of taxpayer funds because it addresses both short-term and long-term water storage capacity needs of the City of Bondurant.

Project Description: This funding would be used for the colocation and renovation of existing mental health services and construction a new Sobering Center. A Sobering Center is the one piece in Polk County’s continuum of mental health and substance abuse services that is still missing. Co-locating these services would provide an easier mode of access for individuals in need of help and a more efficient system for law enforcement communities to navigate. Once completed, this location will offer the following (1) Triage and Assessment, (2) Service Coordination, (3) Crisis Observation Center for Adults, (4) Crisis Observation Center for Children, (5) Behavior Health Urgent Care for Adults and Children, and (6) Sobering Center (new construction).
Justification: This project is a valuable use of taxpayer funds because jail and emergency rooms are expensive. Mental health and substance abuse programs are effective at diverting individuals in crisis from the jail and emergency rooms, saving taxpayer dollars.

Project Description: This funding will be used to complete the second phase of construction for a new DeIcing Apron at Des Moines International Airport. This project greatly enhances the efficiency and safety of deicing operations. This project will bring the benefit of a central deicing pad online so that increased aircraft departures can be handled safely and efficiently.
Justification: This project is a valuable use of taxpayer funds because it is a sound investment in the nation’s air traffic system. DSM is classified by the FAA as a small hub airport and serves a significant portion of the state of Iowa. In addition to service for the residents of Iowa, DSM often receives diverted traffic from other major airports in the Midwest.

Project Description: This funding will be used to redevelop the dam into the “Fleur Drive Learn & Play Site,” and will contribute to strong economic growth and community development by modernizing an aging low-head dam, enhancing safety, and expanding on-river recreational opportunities. This project will be of significant benefit to Des Moines and the entire Third Congressional District as it is a key component and river access point to the 150-mile transformational ICON project.
Justification: This project is a valuable use of taxpayer funds as the grants will build on financial contributions of the private sector (over $30.1 million raised to date), and State and local governments in the overall ICON project. State support has included $15 million from the State Water Infrastructure Fund for the Fleur Drive Dam, and a $7 million Destination Iowa Grant directed to the Scott Avenue Dam. This project will be of significant benefit to Des Moines and the entire Third Congressional District as it is a key component and river access point to the 150-mile transformational ICON project.

Project Name: Growing a Skilled Commercial Driver Workforce for Rural Southern Iowa

Project Description: This funding will be used to expand and enhance the commercial driver skills training area on the North Campus in Ottumwa. The current space is small for effectively training students on essential skills like backing maneuvers, and the terrain can be dusty, muddy, and prone to ruts. This project will enable IHCC to install approximately three acres of PCC pavement in the commercial driver skills training area – expanding the training space by over 20,000 square feet and providing a clean, hard surface similar to the roads and highways that students will drive on once employed. Funds will also be used to purchase training tools to improve the delivery of hands-on commercial driver instruction.
Justification: This project is a valuable use of taxpayer funds because the United States must ensure there are enough well-trained commercial truck drivers to meet the needs of businesses. The American Trucking Association predicts the nation’s shortage of commercial truck drivers could exceed 160,000 if current trends continue. This project helps alleviate that burden in Central Iowa.

Project Description: This funding will redevelop DMACC’s Transportation Institute’s facility and concourse, which are currently posing potential health and safety issues and cannot continue to function without making the appropriate changes soon. Funds will support demolishing the current building and rebuilding, removing the concrete from the ranges and repaving the area, expanding from the current three ranges to six ranges, and upgrading site drainage and grading improvements. These much-needed improvements would allow additional space to be able to increase enrollment and third-party testing services, which ultimately assists to bridge the gap between skilled truck drivers and workforce needs in the state of Iowa.
Justification: This project is a valuable use of taxpayer funds because the U.S. relies on the trucking industry to deliver goods safely. Producing qualified drivers with enhanced operator safety training helps ensure that the economy can operate in an efficient manner while keeping roads and highways safe for all travelers.

Project Description: This funding would be used to revitalize the Walnut Creek YMCA, improve the health and wellness of all individuals in the community, expand the Y’s youth development programming, and enhance the safety of the facility. The project includes the following: essential renovation to the entrance and main lobby – the remodel and relocation of front offices will open the south wall to create an inviting entrance and welcome kiosk, and allow for the addition of much-needed multipurpose space.
Justification: This project is a good use of taxpayer money because the YMCA improves the lives of the public, addresses community needs, and lightens the burdens of government, taxpayers, and society as a whole. A local Y also boosts the local economy by increasing property values, employing hundreds of residents, and attracting and retaining businesses in local communities. Increased investment in health and wellness is essential to reducing healthcare spending. Chronic diseases are responsible for 7 in 10 deaths among Americans each year and the vast majority of costs to the health care system.

Project Description: This funding would support the renovation of a youth homeless center in Des Moines to help expand its programming to increase its capacity to serve homeless youth. It will encourage homeless youth to enroll and use free academic, health, wellness, and educational community programming. This request will serve approximately 500 additional individuals over a 5-year period.
Justification: This project is a valuable use of taxpayer funds because IHYC is the only Des Moines-area organization providing free access to a safe place for at-risk, low-income, and low-performing homeless or at-risk youth.

Project Description: This funding would be used to build a 6-mile rail line to enable 100-car trains to pull in, load, and unload. This capacity does not currently exist and would enable the construction of further economic development projects in the region, including two major economic development projects in Appanoose County that themselves have a value of approximately $2.5 billion combined and represent a significant economic investment in the region. The Appanoose County, IA Rail Spur Project would provide the necessary infrastructure to support existing and additional agricultural facilities, bringing much-needed prosperity to the entire Southern Iowa region. This project will cut transport costs significantly for all farmers in our region.
Justification: This project is a valuable use of taxpayer funds because it would support public-private partnerships squarely focused on improving US food security (with soybean meal) and creating a renewable domestic fuel supply (soybean oil). With far over 200 million bushels of soybeans left over after all uses this last year (USDA data), the raw materials exist; all that is lacking is the right federal investment.

Project Description: This funding would be used to replace the existing structurally deficient, narrow, and weight-restricted 91-year-old bridge with a new bridge that meets the current standards for width and traffic weights. Replacing this structurally deficient bridge will benefit the Third Congressional District because the district has 1107 structurally deficient county bridges out of 4395 total county bridges.
Justification: This is a good use of taxpayer funds because it is an investment into a long-term asset of public infrastructure that will provide services for many years for agricultural goods and services, fire and rescue, schools, and mail routes. This project will also create jobs between the Contractor, Subcontractors, Material Suppliers, Material fabricating, and Design-Engineering Services

Project Name: 8th St. SW Reconstruction – Phase 2

Project Description: This funding will be used to reconstruct the eastbound lanes of 8th St. from approximately 28th Ave. SW / Prairie Meadows Drive to the east of the underpass with the Iowa Interstate Railroad. Additionally, funds will support the extension of left turn lanes and fill in gaps along the shared-use path on the south side of 8th St. Funding will also allow the City to add streetlights and underground existing overhead utilities through this corridor. Completing the shared-use path on the south side of 8th St. will also benefit walkers and bicycle riders in the area. The shared use path provides a connection between both the Gay Lea Wilson regional trail system as well as the Vern Willey II trail system. Justification: This project is a valuable use of taxpayer funds because as the pavement along this stretch of road continues to deteriorate, construction prices continue to rise, and the cost of reconstructing this roadway will become more expensive. Several steps were taken to obtain the most use out of the existing pavement, but the road’s surface is reaching the end of its useful life. With 8th Street’s connection to both Des Moines and Mitchellville, it serves as an eastern Polk County connector.

Project Description: This funding would be used to make improvements to the drinking water distribution system to enhance reliability, increase capacity, and replace obsolete infrastructure to better ensure the safe and reliable operation of the City of Ankeny’s drinking water distribution system for the next twenty (20) years. This funding will help the city address an area of need where some of the highest inflation on costs have occurred related to utility infrastructure projects.
