WASHINGTON, D.C. — The U.S. House of Representatives today passed the Streamlining Procurement for Effective Execution and Delivery and National Defense Authorization Act for Fiscal Year 2026 (NDAA), including nine provisions led by Representative Zach Nunn (IA-03), the highest number of amendments passed by a single Member. These wins strengthen national security, defend allies, support Iowa’s defense industry, and protect servicemembers and veterans.
“America remains the land of the free because of the brave men and women who serve in uniform,” said Rep. Nunn. “As a twenty-year combat veteran and current Colonel in the Air Force, I will never waver in defending our national security. That means securing our Southern Border, countering the Chinese Communist Party, strengthening Iowa’s defense industry, and ensuring every servicemember and veteran receives the care and support they have earned.”
Rep. Nunn led nine amendments to the NDAA, all unanimously passing the House of Representatives to improve our national defense in the following ways:
Supporting U.S. Servicemembers
- Formalizes the Defense Innovation Unit’s Joint Reserve Detachment: Based on Rep. Nunn’s Joint Reserve Detachment (JRD) Formalization Act, this bipartisan amendment permanently integrates reservists with military and private-sector technology expertise. This will ensure the Pentagon gains an agile, mission-ready force to accelerate innovation, field emerging technologies faster, and keep America ahead of evolving threats.
Strengthening Iowa’s and America’s Defense Industrial Base
- Unlocks Private Capital for Defense Readiness: By removing outdated contracting barriers, this bipartisan provision expands access to private financing for defense suppliers, helping to scale production faster and strengthening readiness for high-priority national security programs.
- Accelerates Hypersonic Weapons Development: This bipartisan measure invests in advanced manufacturing to speed the development of hypersonic airframes, ensuring the United States maintains its edge over China and Russia in next-generation missile technology.
Standing With Israel
- Establishes a U.S.–Israel Defense Innovation Field Office: By strengthening coordination with one of America’s closest allies, this bipartisan measure enhances battlefield readiness and ensures U.S. and Israeli forces stay ahead of emerging threats in a volatile region.
- Advances U.S.–Israel Integrated Air and Missile Defense: With growing threats from drones and missiles launched by Iranian-backed proxies, this bipartisan measure requires a joint strategy with Israel to strengthen missile defense systems, ensuring U.S. and Israeli forces can adapt operational plans, improve coordination, and defend against attacks more effectively.
Confronting Authoritarian Regimes
- Protects U.S. Data from Foreign Adversaries: Modeled on Rep. Nunn’s CLARITY Act, this bipartisan provision prohibits the Department of Defense from using blockchain technologies developed by China or other adversarial nations, safeguarding America’s national security systems and protecting Americans’ private data from foreign exploitation.
- Counters Adversarial AI Threats: Based on Rep. Nunn’s bipartisan AI PLAN Act, this provision ensures U.S. forces remain prepared to counter rapidly evolving AI-enabled threats.
- Establishes a U.S.–Taiwan Strategic Defense Technology Partnership: Based on Rep. Nunn’s United States–Taiwan Defense Innovation Partnership Act, this bipartisan provision formalizes collaboration with Taiwan’s Ministry of National Defense, strengthening the U.S.-Taiwan partnership to enhance joint preparedness, bolster defense exports, and reinforce deterrence against Chinese Communist Party aggression in the Indo-Pacific.
- Enhances U.S.–Taiwan Intelligence Coordination: Building on Rep. Nunn’s United States–Taiwan Defense Innovation Partnership Act, this bipartisan provision expands the Pentagon’s assessments of Taiwan’s defense posture and allied contingency planning while improving intelligence coordination to counter escalating threats in the Taiwan Strait.
